NSCAR is a volunteer organization on the north shore of Prince Edward Island, Canada, dedicated to building community resilience against climate change by empowering stakeholders to connect, learn, align, and act together on effective solutions.
NSCAR is actively engaged in a wide array of projects designed to faciliate more resilient and sustainable communities on the North Shore. Our work is hands-on, and collaborative, taking action to improve community resiliency in the face of climate change from multiple angles.
We are collecting data and connecting with experts to support vital research to understand local issues, from transportation needs and coastal erosion to saltwater intrusion.
At the same time, we are helping strengthen our community's infrastructure through advocacy for energy efficiency upgrades, emergency preparedness planning, and exploring innovative solutions like vehicle-to-grid technology.
A core part of our mission is empowering residents through engagement, particularly with educational programs like the 'Children and Youth-Powered Resilience' project and 'Water School,' ensuring our community has the knowledge and voice to be resilient in the face of climate change.

NSCAR’s approach is based on the "Connect-Learn-Align-Act" model, working in partnership with communities to tackle climate change risks and vulnerabilities affecting residents, businesses, and organizations across the North Shore of Prince Edward Island. The organization serves 13 North Shore communities.
NSCAR operates on the belief that meaningful climate action requires shared responsibility among individuals, families, organizations, and businesses. Community members should be involved in planning, implementing, and evaluating climate initiatives. To this end, NSCAR aims to achieve the following broad outcomes:
Develop a Common Climate Action Agenda: Collaborate with stakeholders through shared decision-making to establish a unified agenda for climate action.
Flexible and Responsive Action: Implement a flexible approach to climate action, prioritizing support for individuals, families, and communities most vulnerable to climate change.
Sustained Communication and Reporting: Build and maintain a communication network among community stakeholders to share information, monitor progress, and report on the impact of climate action efforts.
NSCAR is led by the Leadership and Coordination Council, which oversees the organization's activities and sets priorities. The Council works with three Sub-Committees: Climate Action Advocacy, Community Engagement, and Community Resilience Initiatives. Each Sub-Committee focuses on a specific area of climate action, supported by Working Groups as needed to address particular tasks or projects.
The Leadership and Coordination Council oversees NSCAR's strategic direction, sets priorities, and coordinates activities across the organization.
The Community Engagement Sub-Committee focuses on understanding climate impacts on diverse populations, especially those most vulnerable. It leads efforts to build a Climate Communications Network to inform and support the community in adapting to climate change.
The Climate Action Advocacy Sub-Committee works to develop and promote NSCAR's positions on climate change mitigation and adaptation. It engages with government, NGOs, research institutions, and private sector partners to advocate for effective climate action.
The Community Resilience Initiatives Sub-Committee works to align community needs with opportunities to build resilience. It partners with public and private sectors to develop initiatives that enhance community preparedness and adaptability to climate challenges.
